Basically you download and unpack the latest ATI drivers, run the free utility to add the relevant .INF file for your ATI mobile graphics chip, and then the setup runs as normal. So now my HP Compaq nc6000 business notebook is using the latest ATI Catalyst driver released in December 2005, instead of the HP latest driver released in July 2005 (which is actually quite recent compared to many PC manufacturers).
It all works fine and it handles dual screen options a little better - when in the office I run the laptop screen as a 'secondary monitor' with the primary monitor being a much bigger LCD panel connected via the DVI connector on the laptop docking station.

In response to a comment about where to get the software, you need to search for 'DH Modtool' which leads to http://www.driverheaven.net/modtool via Google. I found that the original Inquirer article is no longer available, but I used http://www.archive.org/web/web.php to search the URL complete with article ID found it nice and quickly.
