  Main reason may be to ensure apps can't escape the sandbox. The constrained nature of the code target limits the ability to write malware and allows for better automated review of the code.
  
  If I recall correctly it is possible to have non-managed code but only from Microsoft or OEM's. I think it has to be specially signed.
