This book is an excerpt of Programming ASP.NET Core Reference. After reading Moving to Microsoft ASP.NET 2.0, it is a pretty safe bet to say that the full version of the book is an absolute must have for .NET web application developers.
While this book is intended for developers with a decent ASP.NET background, I would still recommend it to developers coming from another web platform (i.e. LAMP). The recommended progression outline is to start off with Microsoft ASP.NET 2.0 Step By Step. However, from my experience with ASP.NET 1.1 Step by Step (Version 2003), the Step By Step books seem to focus too much on the Visual Studio IDE (i.e. where to go int he menus to access certain things). While this may be great for a web developer and learning the IDE, most web applicaiton developers need to focus on the ASP.NET technology and underlying details.
Lastly, a strong argument for investing solely in this book is the reusability factor. The Step by Step book will not be referenced from further down the road of your ASP.NET development. However, the core reference book is useful for precisely its purpose.
