Earlier today (or technically yesterday now), a coworker pointed out the release of Safari 3 Beta for Windows. You can download it at: http://www.apple.com/safari/download/. It claims to render pages twice as quickly as IE 7 and is nearly twice as fast in executing JavaScript as Firefox. The recurring theme in Apple's metrics is that IE 7 is behind others.
The official announcement can be read at http://www.apple.com/pr/library/2007/06/11safari.html. I've downloaded this new release on my home machine and will be seeing if it is as advertised over the next few days. Hopefully, Windows users don't experience similar types of horrors as with the iTunes software (referencing an iTunes update disaster from a yearor so back). Great on a Mac, not so much on Windows.

(NOTE: Don't let the screenshot fool you. Yes, they chose to display the classic WinXP background but the downloads are available for Vista and XP)
Disclaimer: So far, within a minute of installing Safari, there were problems with window resizing and automatically minimizing after refocusing. This coupled with odd behavior when using dual monitors. Albeit, this is a "Beta" afterall =)
But nevertheless, having Safari crash on you when you start using it on Windows does not give you that warm fuzzy feeling...

And unfortunately, it does not have the nice "Restore Session" option that you see in Firefox.
