Like a lot of MS related technology communities, this is running on Community Server.  At my previous company, I helped integrate CS into our product.  Telligent's open approach and extensibility with modules made for a smoother experience.  A major aspect missing in CS, was the inability to delete users.  There were huge forum discussions on this: rationale for why it was done this way and criticism on a weak justification and how other forums supported this.
