Not only for those working in it, but also when having to find new employees. There's nothing new about the everyday effect that our surroundings have on us, but in the software industry (and many other industries), it tends not to be prioritized much. And for once, I think he makes a sound argument in that the current Office UI (and other apps with a huge lot of virtually unreachable functionality) does no good for the average end user.
