I've been thinking about creating a web-based foosball ranking system.
Inspired by a system we used (and created) at my previous employer, a specific rating should be used, but the only reference I can find is this:

I don't know where to start when looking at that page... So, if someone has already implemented the principles and rules listed above (preferably C# code ;-), please contact me!
