So far I'm seeing “end of 2005” as a tentative release date. With 2005 probably shipping around 3rd quarter, early 4th quarter... I'd be surprised to see XNA by 12/5 but you never know.

It appears XNA is not a standalone IDE, but an extension for VS2005. Makes sense to me. I wonder though will it be too tightly focused on XBox dev, or will it be a worthwhile improvement to the development process for PC games as well?

I like the idea of writing XBOX games in .NET. Time to brush up on my DX9 (or maybe DX10 by then).  Now does this mean the XDK will be more freely available? That would be a nice surprise.

Speaking of which, if you interested in XBox Development, have you taken a look at the OpenXDK on SourceForge?
