If you haven't heard of it, the guys at Microsoft Labs have release a new framework called "Volta"
You can read more about it here. Key: You need VS2008 and .Net 3.5 to get this to work, but it looks to be an interesting way to delay distribution decisions until they absolutely have to be made. They are then made declaratively and the framework takes care of the plumbing.
