PZEV???

What have the guys at Toyota been sniffing? On every Hybrid vehicle is a sticker that says PZEV—Partial Zero Emissions Vehicle? Partial Zero? Is this like thirty-twelve or eleventeen? How do you come up with part of zero? Go figure?
