SharePoint Portal Server 2003 on the server does not match the language you are currently trying to install.

Solution , simple

rename Registry Key

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SharePoint Portal Server

to

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SharePoint Portal Server Old
