Opening Downloaded CHM files

OK I admit it, I thought it was something I was doing incorrectly... or something I was doing caused by being in and out of various versions of various software or something, but I've got a collection of .chm files that won't open. I found that tapping on the monitor didn't help anymore than yelling did either, except in some cases, yelling made me wipe off the monitor and that got rid of all that dust :)

Point being, there's a reason why I can't open them, and it has nothing to do with ME.. woohoo!

It may (or may not) suprise you to hear that I get email from Microsoft support engineers who seemingly aren't aware of this issue either, so it's not just you.

This is such a wonderful feature of IE, isn't it? The kicker is that the in-the-know people who are using Firefox aren't affected by it. When Firefox user A tells IE user B to download a CHM, and IE user B comes back and says "but it won't open!", Firefox user A needs to 1) know that IE has this feature, 2) know that user B is in fact using IE, and 3) explain that user B did not pass the IE "you are an idiot" test. But it's ok because this feature provides so much more security, right?
