Microsoft provide a free version of Visual called Visual Studio Express at http://www.visualstudio.com/downloads/download-visual-studio-vs Please note that there are now several versions of Express depending on your application focus. I suggest you start with the versions for Windows and Windows Desktop.
Now as to books for your C# Certification Exam - I suggest you buy them from Microsoft Press at http://www.microsoft-press.co.uk/ or from Amazon
