Normally on web sites, all the configuration information is held in a web.config file or a sub-file thereof. If you have code requiring say a connection string, that need to be usable not just in a web site, but also in a windows service or other non-web context, then you need a bespoke config file. However be sure to give a config file type, to avoid it being downloaded from the site.

So for your FRED class library, give it a file name like fred.config and not fred.XML.
