Could not load file or assembly XXXXXXXXXX or one of its dependencies. There is not enough space on the disk. and access to the path 'C:\WINDOWS\TEMP\ is denied

I got these two errors after deploying my ASP.Net applications and web services on new testing/production server. I would like to share how I managed to fix them. see details below:
